Playlist Manager for YouTube (“the extension”) is built to be private by design. In plain terms: the extension collects nothing and sends nothing anywhere.
The extension runs only on https://www.youtube.com. It reads

through the session you are already signed into in your browser. All of
this happens locally, on your computer.
None. The extension has no servers, no analytics, no tracking, no telemetry, and no account system. We never see, receive, or transmit your data.
For convenience, the extension saves a small amount of data in your
browser’s local storage (chrome.storage.local):
This data never leaves your device and is removed if you uninstall the extension or clear the browser’s data for the extension.
